The Western channel could be much easier defended if a breakwater, lately proposed, was run out from Green Island towards the West extreme of Stonecutter's Island; it would take about a month to lay down the mines on the present plan between Belcher's Point and Stonecutter's Island.

It is quite possible to bring light artillery up to the top of any of the hills which command the passes and town; lately, it has been proved that there is little difficulty in infantry advancing over the rough ground; this has been effected in landing.
